The Director of Capital Programs oversees complex commuter and intercity rail projects in the San Joaquins and ACE Rail Corridors, spanning Northern California. Projects include bridges, tracks, stations, maintenance facilities, and grade separations, requiring Class I Railroad approvals. This role involves managing significant budgets, schedules, and a technical consultant team while ensuring coordination with cities, counties, state and federal agencies, and other stakeholders.

The ideal candidate has expertise in rail engineering and construction, proven success in delivering multiple projects, and strong leadership skills to guide staff, foster teamwork, and ensure effective communication across departments. Responsibilities include project oversight from planning through completion, optimizing program delivery teams, and maintaining aggressive schedule and budget criteria. Knowledge of passenger rail, engineering concepts, and experience with Class I Railroads is essential.

Salary:  $290,000 - $310,000 per year
